2015 Guiyang International Big Data Industry Exposition and Global Big Data Era of Guiyang Summit opened on May 26. At the opening of the conference, Zhao Kezhi, Secretary of Guizhou Provincial Committee of the CPC read the letter of congratulations from Prime Minister Li Keqiang. Ma kai, Vice Prime Minister of the State Council, presented at the conference and put forward five suggestions for the development of big data.
According to the letter from Prime Minister Li Keqiang, nowadays a new round of technology and entrepreneurial revolution is booming all around the world, and data has become the basic resource and vital productivity. The combination of big data, cloud computing and internet has been changing people’s life enormously. Internet+ has played an essential role in promoting the comprehensive competitiveness of industries and even the whole nation. China is a nation with huge population and large amount of practices of information applications. China also has large-scale data resources, so there will be infinite room for the development of big data industry. China is also working on the Internet+ plan to promote all walks of life to effectively utilize big data, innovate business model, realize the integration development, and improve the quality of government’s scientific decision and management to deal with public problems like traffics, medical care, and education, as well as encourage business start-ups and innovations. With all these efforts, it would make the China’s economy growth maintain in a rapid and stable way, hence stepping into the relatively high level.
As Vice Prime Minister Ma Kai said at the opening ceremony, Chinese government pays high attention to the development of a new generation of information technology industry including big data. We should actively dive into the new information technology revolution, effectively implement the broadband strategy of China, speed up the development of mobile internet, internet of things, big data, cloud computing and intelligent terminal, deepen the new technology, new mode and new application, vigorously promote information consumption, strengthen the network and information security.
Ma Kai put forward five suggestions towards big data development.
First of all, to promote industrial prosperity. Under the circumstance of the data economy booming, we should grasp the precious opportunity of the big data industry development, to accelerate the process of establishing the big data industry chain based on key data, to develop new business like cloud computing, data center, calling center, data processing and cleaning, socialization of crowd-sourcing data analysis, to accelerate the development and utilization of data resources, to promote the production realization and commercialization of data, to urge the big data industry’s development and growth, making positive contribution to the stable recovery of world economy.
Secondly, to promote technical innovation. We should insist on utilizing innovation to solve the development issues of big data, constantly enhancing international exchanges , sharing innovation resources, building an open innovation system, actively promoting big data collection , storage, processing, analysis and learning the innovation of key technology such as the application of visualization, upgrading the big data technology infrastructure, urging the process of standards setting and outcomes transformation, and accelerating the development of hardware devices and software products.
Thirdly, to promote integrative development. As integration presenting the value of big data, we should put great effort on encouraging integration of big data and industries. It is important to open up to those industry areas with huge amount of data like industry, transportation, logistics, trade, finance, telecommunications, energy etc, to promote data development and trading, to sufficiently deepen mining of big data’s commercial value, and to upgrade industrial efficiency. In addition, we should vigorously promote integration of big data and public services, fully dig the social value of big data and improve government’s ability of management and public service, especially in accordance with the new development demands in fields such as social services, public management, market regulation, urban construction etc,.
Fourthly, to urge the open of data. Big data is the common wealth and fortune of human beings. Global data sharing is an irreversible historical trend, thus each countries should focus on the well-being of all mankind and urge the opening and sharing of big data, especially take government data opening as the common goals and action globally. To speed up establishing government data opening platform, we should prioritize the opening of high-value data, encourage application innovation based on opening data, and let more people benefit from big data. In order to achieve that goal, we should work out policies to encourage and guide more non-public data to open up to the society.
Fifthly, to highlight data security. Data security is a common challenge faced in the global community. To cope with this challenge effectively is the common responsibility for enterprises and governments. The global community should strengthen cooperation, in the spirit of fully respecting diverse concerns and formulating international laws and regulations regarding big data. To effectively protect the privacy of personal data as well as data security and effective flow, we should strengthen the security technical support ability, establish a sound security system and fight against network attacks like invasion of privacy.
This summit was hosted by six organizations including Guiyang municipal government and the Internet Society of China (ISC) during May 26th to 29th in Guiyang. The theme of this conference is “The change, opportunity and challenge at the era of big data”. There were plentiful parallel activities like exhibition, summit forum and innovation contest, shows of technology, application and development trend of big data. According to the local sources, China’s first big data strategic key laboratory, first city equipped with full-coverage public free WIFI, first big data public platform with block clustering, first demonstration city with opening government data and first big data exchange had settled in Guiyang.
