The 11th China Internet Conference (2012) Convened in Beijing

On September 11, 2012, the 11th China Internet Conference (CIC) was successfully convened in Beijing at Beijing International Convention Center. The theme of the 11th CIC was “Openness, Integrity, Convergence—Embracing the New Era of Mobile Internet”.
Madam HU Qiheng, the President of Internet Society of China (ISC) delivered the welcoming speech. She mentioned that 2012 is a year of great importance that China adjusted the economy structure, transited the development mode and experienced steady and rapid economic development. Maintaining rapid development trend, Internet witnessed the mushrooming of Internet cultural products and booming of emerging industries, such as Internet of Things, cloud computing and mobile smart devices etc. She mentioned that in view of the current development of Internet industry, especially rapid trend of mobile Internet, more attentions should be paid to “Openness, Integrity and Convergence”, in that “openness” is the essential feature of Internet, “integrity” is the foundation of Internet’s sustainable development and the guarantee of Internet security, and “convergence” is the key to Internet development in current stage. Madam HU said that the open platform, integrity environment and convergence mechanism will greatly drive healthy and sound development of mobile Internet, playing its role as an important infrastructure in economy and society and manifesting its irreplaceable position in national economy and each social field.
Mr. MIAO Wei, the Minister of MIIT, gave a speech, pointing out that Internet, as a highlight in China’s economy and society nowadays, is encountering with favorable development opportunity and great development potential based on the implementation of national policy. Minister MIAO said that efforts should be made in the following three aspects to drive further development. Firstly, to accelerate the process of “Broadband China” strategy implementation and Internet infrastructure construction, to improve broadband network application, and to develop new format and new growth points actively, so as to expand Internet industry scale and spur social investment and information consumption growth. Secondly, to focus on innovation capability construction in key technology breakthrough, such as next-generation Internet, Internet of Things, cloud computing and mobile Internet etc. and drive the innovation of technology, business, business model and management. Therefore, it can promote Internet application, technology and industry, as well as strengthen in-depth application of Internet in all economic and social fields. The main focus should be put on upgrading the traditional industries with advanced information technology, and developing strategic emerging industry and productive service industry. Thirdly, to further strengthen management in Internet industry and accelerate the construction process of comprehensive management system and environment, which means the government shall conduct the management according to law, the industry shall run orderly and keep self-disciplined, the public supervision shall be efficiently enhanced and the technology shall be forcefully guaranteed. In this regard, the market could maintain in good order and the rights of the users could be protected. Equal attentions paid to development and governance, Internet and information security management practically strengthened and Internet environment effectively purified, guiding Internet playing a greater role in maintaining national security and social stability.
Mr. SHANG Bing, the Vice Minister of MIIT, gave a keynote speech at the opening meeting. He pointed out that Internet has developed as a new part in all round of the society along with the informatization improvement in each social field. Also, Internet played an increasingly important role and made greater contributions in many aspects, including transiting and upgrading traditional industry, driving the in-depth convergence of informatization and industrialization, promoting government management, public services standard and socialism cultural construction, improving the quality of life and enhancing the national integrated competition.
As industrialization, informatization, urbanization and agricultural modernization driving forwardneck to neck, Internet faced with great development opportunity and potential. In the counter part, this required Internet to accelerate its innovation and convergence process, and further exerted its capability in serving economy and society. As to the focus of Internet industry in the current and following stage, Vice Minister SHANG proposed to keep the accelerating trend of Internet construction with the focus of building the next-generation national information infrastructure, put forth in promoting Internet application to support the transition of economy and society, focus on Internet technology and business innovation to enhance the core competition of the Internet industry, accelerate the process of the Internet supervision system construction to create a fare and sound market environment and to improve Internet and information security management to backup Internet healthy and sound development.

He said that the rapid development of mobile Internet unfold the bright future of Internet and created great opportunities for Internet, empowering Internet prosperity in China. As China has taken mobile Internet as a significant part of strategic emerging industry, it is a good timing to speed up mobile Internet development and drive Internet culture construction, the significance of which should be fully recognized from strategy aspect. Also, Mr. QIAN proposed the following five suggestions attached to mobile Internet development and Internet culture construction, to follow the development trend of mobile Internet and grab the opportunity for Internet culture development; to foster new business mode of Internet culture according to information spreading features of mobile Internet; to accelerate reform and innovation process and forge a batch of backbone Internet culture enterprises; to attach more attentions to core technology research and development to ensure the security of mobile Internet information spreading;, to construct online civilization and integrity, and create sound online public opionion environment.
During the 11th CIC, 29 Internet companies were awarded as “2011-2012 Self-discipline Contribution Model in China Internet industry”. Also, the Unveiling Ceremony of “Finding the Best Practice and Innovative Model of Mobile Internet” was launched.
Lasting for four days, the 11th CIC included three plates and 12 forum sessions, covering many segmental fields, such as Internet, mobile Internet, Internet of Things, cloud computing, network security and integrity, network media, network marketing, e-commerce, innovation and startups. The attentions of event were attached to how to promote the convergence of Internet with traditional industries and enhance Internet culture construction as well as how to create an open and sustainable environment. Besides, the 11th CIC focused on the topics closely related to the public daily life, including how to drive Internet to be more convenient and safe, so as to promote the applications of Internet in providing convenient services, enhancing the employment and improving the environment.
The 11th CIC is not only a great platform for the participants to exchange opinions and ideas within Internet industry, but also a great stage to show the achievements of Internet innovative development and the latest progress of the advanced application in China and to explore the development opportunity, setting up the bridge for the penetration and convergence between the Internet, especially the mobile Internet, and the traditional industries. It is expected that all walks of life make joint efforts to drive Internet to play a greater role in promoting China economic structure optimization and growth pattern transition and enhancing informatization construction.
