The Purpose of Anti-Spam by ISC

In recent years, the effective development and full utilization of Internet have propelled the social and economic development, and have changed the means of people’s work, life and communications. Following the enlarging of Internet scale and business, the amount of netizen is increasing rapidly. Among the services of Internet, the e-mail service is the mostly welcomed one with the most users. However, a few users domestic and abroad send enormous spam e-mails that not only occupy network resources, but also affect normal communications, which makes the spam the serious international problem. Foreign Internet companies one after another block the e-mail service providers with frequent spam e-mails, which will undoubtedly affect the normal e-mail service. Internet Society of China pays highly attention on this situation. In order to prevent the spreading of the spam, and to eliminate the negative effects caused by the blocking to China’s e-mail service providers, we all make following purposes:
1. Appealing for relevant government departments to formulate more strict laws and regulations to the spam referring to international current practices. We suggest government should strengthen the supervision to the spam and study the law-making for it.
2. Our Society will organize domestic Internet emergency responding organizations and Internet service providers to adopt necessary technology means to make investigations to the spam as soon as possible including making known the frequent happening situation and the origin of the spam so as to provide effective dealing measures, as well as popularizing them to e-mail service providers through all possible channels.
3. The problem facing by our country’s e-mail service providers is lacking of self-regulation to their servers that are easily used by the unauthorized personnel to send e-mails. If the e-mail sent is the spam, it must cause negative effects. Therefore, the domestic e-mail service providers should build complete e-mail management regulations to prevent their server becoming the switch of the spam, and should popularize the right e-mail form, and block the e-mail with the uncompleted form. In technology, the default information switch function of the e-mail server should be eliminated. If the e-mail service providers find out someone sending the spam through the server, they should take measures to make restrictions to this one quickly. They need also to popularize necessary knowledge to their users, such as it is against the regulation of e-mail using by sending the spam, which will be punished by the Internet service providers, etc.
4. Internet Society of China and CNCERT will purpose to establish China anti-spam union to collect and popularize the name list of the e-mail server sending spam with evil intentions. The server and personnel domestic and abroad connive at the spam will face punishment by relevant departments.
5. Our Society will strengthen the exchanges and cooperation with the international anti-spam organizations to adopt unified measures to the spam. By establishing the union, we can try our best to protect the users' rights and interests and to eliminate the existing space for the spam. We believe the Internet users and industry professionals all have the wish to eliminate the spam and rectify the cyber space so as to form the healthy and civilized Internet culture and action, and let Internet make contributions to our country's modernization construction. Internet Society of China wants to try our best to restore the normal e-mail communications with outside world for domestic Internet users of all circles of coterie.
