Anti-Spam Coordination Team of ISC Held 2003 1st Conference

The Anti-Spam Coordination Team of ISC held 2003 1st conference on 25th, Feb. 2003 in Beijing. At the conference, the Team issued the Anti-Spam Criterion of ISC. After three months' try-on and revised according to opinions of the Team's organization members, the final edition of criterion was put in force that day.
Deputy secretary-general of ISC Mr. Huang Chengqing made speech at the conference. He said that, recently the spam was going up in china. Under investigation, most spam emails were caused by Open Ralay function of mail server's default setting, which was utilized by some foreign and domestic people with ulterior motives. They transferred large amount of spam emails, which made many email service providers blacklisted. Therefore, the Team appealed email service providers to close that function that was easily utilized by few people with ulterior motives. The Team would also inspect the work with relevant organizations. Network operators have the right to stop providing services to those email service providers continuing use that function.
Mr. Huang also stressed that the task of anti-spam could not do well without the force of netizens. The Anti-Spam Coordination Team issued the Guide of Rejecting Spam to help netizens to strengthen the anti-spam consciousness.
The Team made five appeals:
1. Appealing netizens to strengthen the anti-spam consciousness not to diffuse spam.
2. Appealing email service providers to inspect and close the Open Ralay function.
3. Appealing network operators to refuse provide services to those email service providers continuing to use Open Relay function.
4. Appealing email service software companies to set Open Ralay function in shut default, and upgrade software.
5. Appealing the government to strengthen management and criterion, study relevant policies.
The conference issued Notice on Setting up and Use Platform on Anti-Spam Exposure System that called for ISC members and email service providers to set up and use Platform on Anti-Spam Exposure System. The system will collect spam emails exposured by users. Through data process, the administrator can find out the origin of the spam and exposure the blacklist.
The Team will improve the communications with international organizations to create a sound environment for Internet application.
