2013 China Government Information Accessibility Public Welfare Activity Inaugurated in Beijing

On the arrival of the 23rd National Day to Help the Disabled in China, 2013 China Government Information Accessibility Public Welfare Activity inaugurated in Beijing on May 19, 2013, which was especially supported by the UNESCO, combined supervision of Ministry of Industry and Information Technology (MIIT), China Disabled Persons’ Federation (CDPF), Ministry of Civil Affairs (MOCA), Ministry of Housing and Urban-Rural Development (MOHURD) and Natioanl Committee on Aging (NCA), supported by Bureau for Telecommunication Administration of MIIT, co-hosted by Internet Society of China (ISC) and China Foundation for Disabled Persons (CFDP), undertaken by Information Accessibility Promotion Center of MIIT, technically supported by National Information Accessibility Public Service Platform. The main theme of the activity was “Building beautiful information China, sharing harmonious information age”.
Senior leaders from relating organizations and authorities, including Academician Hu Qiheng, President of ISC; Ms. Han Xia, General Director of Bureau for Telecommunication Administration of MIIT; Mr. Andrea Cairola, Information and Communication Officer of UNESCO’s Beijing Office and so on, gathered in the ceremony to launch the activity. China mainstream media, such as People’s Daily Online, Xinhuanet, China.org.cn and CCTV, attended the ceremony and reported the activity.
Madam Hu Qiheng, President of ISC, noted that, to develop China information accessibility, and eventually build an information barrier-free society, we still had a long way to go. We hoped to take this activity as an opportunity, with joint efforts of the whole society, to promote information accessibility to cover all aspects of people’s life, such as medical services, transport, taxation, education, and so on. What we have been devoted is to enable the elderly and disabled to enjoy the convenience of information society with us as well.
Mr. Andrea Cairola, Information and Communication Officer of UNESCO’s Beijing Office, said this activity was extremely important to such a populous country as China. It would not only enhance the welfare of vulnerable groups, including persons with disabilities, reduce obstacles for them, make their lives easier and more independence, but also have effectively contributed to the development of world information accessibility.
This activity has the following features:
1. High intelligence: accomplishing information accessibility reconstruction for websites of all levels of government by a public platform system.
2. Easy to accomplish: no need to change or rebuild website’s original operating mode, security mode or homepage style.
3. High efficiency: only taking 3 days to accomplish essential function of information accessibility reconstruction for a website, and take about 10 days to reach full coverage of information accessibility.
4. Low budget: by sharing the public platform system, saving funds for all levels of government to accomplish information accessibility reconstruction, such as construction fund, R & D costs, equipment investment, labour costs and management costs.
5. High coverage and positive social effects: total beneficiary population is expected to be 800 million, including 205 million older persons, 500 million low educated persons and 85 million persons with disabilities.
By the end of 2013, China’s government information accessibility efforts is expected to reach a new height and new stage.
