12321 Reporting Center of ISC Launched “Hundred Safe App Stores” Campaign

At the current stage, mobile Internet gained rapid development in China. Smart mobile devices have played an important role in daily communication and various apps are emerging one after another. However, the malicious apps with Trojan and virus largely spread along with the prosperous development, especially the app stores for the phones of Android OS. Some issues emerged when using apps, such as malicious charging, private information disclosure and zombie virus etc. App store, an important source for app download, played a significant part in ensuring information security in mobile Internet. Therefore, there’s long way to go to promote apps’ development, especially relevant app download services.
To protect the rights and interest of the Netizens, 12321 Reporting Center of ISC organized and launched “Hundred Safe App Store” Campaign to explore and practice the security protection measure targeting at the app download source and encourage more app stores improving reporting channels. By setting Reporting Channel on app download page, it may improve the public oversight mechanism of “one click report and hundred app stores took joint actions”. By now, there were already over 30 app stores joined in the campaign, covering round 80% download quantity of the app download market in China.
In the first half year, 12321 Reporting Center of ISC totally received 3.62 million reports on malicious apps and 250 thousand apps were involved. After been screened by open and safe engines, the reported apps will be submitted to CNCERT/CC and NINIS Software Security Evaluation Center to be conducted authoritative tests. Any unqualified app will be removed from the app store once to be noticed for violating the relevant rules and regulations.
The goal of “Hundred Safe App Store” Campaign is to exert the public oversight effects of the 12321 Reporting Center of ISC, so as to improve the app download services and ensure the information security in mobile Internet.
Meanwhile, ISC promoted industry self-regulation mechanism and guided the app stores to conduct self-examination and improvement. Some of the self-regulation measures of app stores include:
360 Mobile Assistant began to provide compensation-first service since March 2013. If the subscribers suffered a loss due to the malicious app, then 360 Company would offer the full indemnity. Baidu Mobile Assistant had prevented more than 100 thousand malicious apps and 250 thousand pirate and inferior apps by a series of tests and analyses. Tencent App Manager conducted thorough checks on the apps, in the process of the new installation package submission, virus detection and authority distribution etc. China Union Wo App Store established professional app test mechanism, realizing the full course test from virus scanning, function test to performance test and compatible adaption test. GFan deployed a professional team of 20 people to conduct “zero tolerance” check on the unqualified apps. GoMarket required the app owner providing relevant information to register with real name and conducted real time scan on the apps in the app store and remove the unqualified ones once noticed any insecure factors.
ISC will continuously enhance industry self-regulation efforts and callf for public oversight to help the app store improving app security review mechanism, protecting the Netizens’ rights and interests and driving mobile Internet into in a healthy and sustainable way.
