On September 28, ISC Virtual Operation Service Working Committee was set up in Beijing. At the meeting, ISC Virtual Operation Service Working Committee Regulation and work plan have been deliberated and approved. The Commitee elected the first session Chairman, Vice Chairman and Secretary-general. Madam. HU Qiheng, the ex-President of ISC and academician of Chinese Academia of Engineering and the officials from MIIT Communication Department and Telecom Administration Bureau attended the meeting. Mr. SHI Xiansheng, the Deputy Secretary-general of ISC presided over the meeting. 

On behalf of ISC, Madam. HU Qiheng read off the Decision on Establishing ISC Virtual Operation Service Working Committee. Ms. CHEN Jiachun, the Vice Director of MIIT Communication Department expressed her congratulations to the establishment of the Working Committee and she said that the Working Committee may improve integration between mobile communications resale companies and mobile Internet, and then drive informatization and information consumption. Also, she expected that the Working Committee to exert the strength of ISC and promote integration and innovation, enhance the communication between government and companies, and improve the Internet self-regulation. 

Mr. ZHANG Xinsheng was elected Chairman of the Working Committee. At the meeting, he introduced the establishment background and significance of the Working Committee. And he pointed out that it is a remarkable practice in “virtual operation service” mechanism, which may drive virtual operation service industry developing in a rapid, healthy and sustainable way. He indicated that virtual operation service should focus on its broad prospects to explore development by innovative communication mode and take service as the foundation to strengthen the connection between government and enterprises, enhance the cooperation between organization members, as well as drive virtual operation service developing innovatively.  

On behalf of the Vice Chairmen, Mr. WANG Xianshu gave a speech. He pointed out that the establishment of the Virtual Operation Service Working Committee marks a milestone for the development of mobile communication resale business. This is because mobile communication virtual operation business is closely related to mobile Internet. Mobile communication resale business not only marked the transition in China mobile communication market, but also exerted active influence on mobile Internet structure. Most of the licensed companies turned their business focus to mobile Internet, taking mobile communication technology capability as major method to optimize business chain, production organization structure and service mode.
