The 13th CIC Opened in Beijing

On August 26, 2014, China Internet Conference (CIC) was held in Beijing International Convention Center, hosted by Internet Society of China (ISC).
Mr. WU Hequan, the President of ISC, delivered the welcome speech, expressing warmly welcome and sincere thanks to the attended leaders, members, and relevant enterprises representatives and experts from research institute etc.
Mr. MIAO Wei, the Minister of Ministry of Industry and Information (MIIT) delivered a speech on the opening ceremony. He pointed out that MIIT will conscientiously carry out and implement Central Government’s decision and deployment as well as President Xi Jinping’s instruction under the new situation. Around the aim of building China as a network power, to drive development based on security and then to enhance security by development, to strengthen the collaboration with relevant departments and to innovate thinking so as to drive Internet developing in a continuous and healthy way. He gave five advice on Internet development as following:
Firstly, strengthen the construction of Internet infrastructure. To deeply implement “Broadband China” strategy and pay attention to the special project, as well as speed up 4G network development, to advance tri-networks integration, etc.
Secondly, accelerate development, popularization and application of new generation information and communication technology. To deeply implement “innovation driving development” strategy, to abide by information and communication developing trend and law, to develop core technology in realm of mobile Internet, Internet of Thing, Cloud computing, Bid data and Smart devices etc., which may greatly drive the development of new technology, new business and new model.
Thirdly, greatly improve the collaboration of informatization and industrialization. To transform and update traditional industries by information and communication technology, develop strategic emerging industry and productive service as well as attach attention to smart manufacture.
Fourthly, further strengthen and improve Internet management. To abide by the guiding principle of using Internet actively, developing Internet scientifically, managing Internet by law and ensuring Internet security.
Fifthly, place strengthening network information security in the prominent position. To strengthen political and responsibility consciousness and take building sound industrial network and information security system as the goal.
Also, Mr. MIAO Wei emphasized that with years’ development, ISC has done a lot of fruitful work, making great contributions to promoting Internet development and prosperity. MIIT will continue support ISC to play a more important role in driving Internet development.
Mr. SHANG Bing, the Deputy Minister of MIIT, address the keynote speech. He pointed out that at the current stage China Internet mainly manifested developing features in five aspects: “Broadband China” strategy carried forward steadily and infrastructure upgrade speeded up; Industry scale expanded continuingly and mobile Internet developed rapidly; Internet influence greatly penetrated and the industry integration accelerated; information consumption increased rapidly and Internet exerted distinct effects on economy development; industrial investment merge and acquisition boomed and enterprises sought for internationalized development.
As to Internet development, Mr. SHANG Bing gave five proposals: accelerating the construction of broadband developing platform, insisting on innovative development, building sound environment for security development, keeping harmonious ecosystem actively and shaping win-win pattern among competent authorities, enterprises and organizations.
Mr. REN Xianliang, the Deputy Director of the State Internet Information Office, addressed a keynote speech. Mr. REN pointed out that the Central Government attached great importance to network security and informatization as well as great expectations to Internet industry. We should thoroughly understand the connotation to build a network power.
During the plenary meeting, Mr. WU Hequan, the President of ISC and Ms. CAO Shumin, the President of Telecommunication Research Institute of MIIT gave the keynote speech respectively.
