ISC Proposed to Establish Blacklist Sharing Mechanism to Resist Online Pornography

On 23rd April at its member symposium, Internet Society of China (ISC) proposed to establish a blacklist sharing mechanism for resisting online pornography, responding to a recent nation-wide “purified online environment” program. To create healthy Internet environment, this proposal called for strengthening industry self-regulation, conducting self-examination and improvement, and establishing blacklist sharing mechanism targeting at the websites or online service contains obscene and pornographic contents.
Mr. Lu Wei, the Secretary-General of ISC, said that along with the rapid development of Internet, the existing form and spreading mode of obscene and pornographic contents also updated, which meant that anti-pornography campaign encountered new challenges. Especially, the forms tend to be more various and the spreading modes tend to be more difficult to detect in the mobile Internet era.
ISC proposed to strengthen industry self-regulation and resist obscene and pornographic contents, improve technology methods and skills to enhance distinguishing and handling ability, set up reporting channel as well as timely handling mechanism and blacklist sharing mechanism.
The participant members, including Sina, Xunlei, Qihoo 360, Baidu and Netease etc. actively upheld the proposal. The representatives of these enterprises declared that the contents on the websites will be comprehensively cleaned up follow stricter standard, management mechanism will be established and the reporting entrance will be put at the noticeable place on the website or APP. From the backend to front page layout operation, the detection and prevention measure will be enhanced.
As the major Internet service providers (ISP) in China, China Mobile, China Telecom and China Unicom will further improve system, mechanism and technology to handle the obscene and pornographic contents, removing the unqualified software and app off shelves. Meanwhile, they will improve site recording management, launch non recording website detection project and smooth public reporting channel.
So far, it is reported that the recording rate of the websites accessed to China Telecom reached 99.9% and the real-name recording rate of telephone subscriber attained 95%. China Mobile detected and handled 920,000 obscene and pornographic websites. China Unicom launched specific projects in ten aspects, including Internet access, website record and cleaned up efforts etc.

Making comprehensive deployment and conducting tangible actions to promote program taking actual effects.
B.Enhance self-regulation. Carrying out self-examination and improvement, resisting the obscene and pornographic contents in the industry. Strictly conducting information security management mechanism and improving editor working mechanism.
C.Promote technological means and ability. Increasing technology research and development input and improving detective and handling ability. Timely tracking new tendency to prevent the illegal information spreading through new technique and new business.
D.Adopt public oversight. Opening up public reporting channel and releasing the handling result to the public in time.
